ISLAMABAD, Feb 20: The Senate on Monday unanimously passed a landmark bill making domestic violence against any vulnerable person, including women and children residing in the federal capital a criminal offence and bringing it to public domain. Now what about the United Kingdom  in particular Northampton Borough Council and it's various departments, how does the Local Government treat it's vulnerable citizens in reference to racial harassment, coming from outside the home?
